[Nut-upsuser] NUT and sleep/hibernation

  There were some discussions in the recent past about confusing NUT
behavior and messages when a system wakes up from sleep or hibernation,
which could be triggered by NUT itself as a SHUTDOWNCMD (or not).

  I've tried to generalize the ideas about the problem and possible
solution(s) at https://github.com/networkupstools/nut/issues/1833 - takers
welcome :)
