[Nut-upsuser] Thanks to the guys who maintain packages

I see in file MAINTAINERS

S: Maintained: nut.spec.in (for Red Hat RPM builds)

P: Arnaud Quette
S: Maintained: Official Debian packages

but in https://packages.debian.org/source/stable/nut the Debian package 
maintainer for NUT is Laurent Bigonville.

I think the guys who maintain the packages deserve recognition and thanks.  Is 
it possible to add Laurent Bigonville to file MAINTAINERS ?
