[Nut-upsuser] Fedora 40 nut-server not starting at boot

Tim, this is from the nut-server.service file in Fedora 40? I don't see
that.
As I've mentioned I'm following what the pkg maintainer recommends to do in
/usr/lib/systemd/system/nut-server.service
and /usr/lib/systemd/system/nut-monitor.service and it's not working. I've
also updated the open bugzilla entry for this as well.

I've chosen to utilize rc-local service to start the service as I need this
working now, this seems to work for the time being.
