[Nut-upsuser] Getting Error Using upscmd

I'm trying to run:

$ upscmd -l myups

where myups is the [myups] I provided in ups.conf file. and l is lower
case l. In other words I'm trying to see what commands my UPS
supports.

I'm using the latest fully updated Raspbian 32bit as a fresh install.
I installed NUT via CLI and have version 2.8.0-7.

I get the error:

$ Error: Connection failure: Connection refused

Does anyone know how to troubleshoot this?
