[Nut-upsuser] UPS configuration issue?

A lot of what you are running into seems like bugs in the centos
package.  I would guess you should report this to centos.

2.8 is old; 2.8.3 was just released.

nut tends to be run not as root, so you probably need to arrange for the
nut user to have permissions on the USB device.

Check that you are not using any kind of additional permission/security
scheme and if so that it allows nut to access the device.
