Sorry, I meant that differently:

  If you aren't using an ePDU, and you just "shutdown -p" the host, and
  say that power comes back before the UPS runs out (because, on
  important-loads-only, it lasted long enough), how does the host that
  shutdown restart?  In this case, an ePDU with commanded power off and
  power on would solve the problem.
