If lsusb is flaky, it's probably not nut.

I would try to understand the flakyness by

  - plug in one UPS and see how it is. It sounds like you have multiple
    at once
  - use a different computer, and maybe different OS
  - using a powered hub with just the UPS on it

I think your tests are on the right track.
