Ok, I commented out the ACL settings in the upsd.conf file and set to Listen 127.0.0.1 3493 and restarted NUT. Now the syslog shows this:

Jul 10 10:58:45 bidfax upsd[6049]: REJECT in upsd.conf is no longer supported - switch to LISTEN

Minor issue. Neither ACL, ACCEPT or REJECT should be in upsd.conf anymore.

Make sure there is no other instance of upsd running and that you have full access to the localhost / 127.0.0.1 socket. This often isn't the case if you're running a virtualized system.
