Developer docs online

I just pushed the developer docs online:
http://offlineimap.org/dev-doc/

Hope it might be useful to some (and hope it will become even more
useful in the future).

Also some website changes (e.g. how to report bugs
http://offlineimap.org/development.html#ref-reporting-bugs) but don't
fear, it's still ugly as hell :)
