No need to dig further, the riddle is solved and the blame is all
mine. Even setting a repository to "readonly=False" would be treated as
readonly=True. I just send of a patch to fix this in my mail:

 [PATCH] Fix repository 'readonly' configuration

You can work around this by simply deleting the readonly=False line in
your config and it will use the default value (which is read-write).

You are lucky that another person just spotted the same symptom and dug
deeper into the code.

Given enough eyeballs.... even my bugs might be shallow at some point.
