[offlineimap] UIBase.exc_queue size limitation mechanism required (#199)

I definitely have issue with memory consumption, but my python development skill doesn't allow to find root cause by process dump analysis.
The exception I have is always the same: offlineimap reports there is no message with specific UID, and UID is always the same. This exception occurs every minute.
So, for me there is no big surprise that these exceptions stores some local objects references, which in turn prevents some heavy objects garbage collecting.
