[Code Freeze] upcoming v7.0.14

  Hi,

I think it's time to move to v7.0.14. This means I won't merge patches
but easy/critical bugfixes.

I aim to make the release on March, 1st.

Official testers are welcome to check current "next" branch. I don't
expect regressions: I've applied very few bug fixes since the previous
release.

Both issues and positive feedbacks are welcome before the deadline.
