That's absolutely right. It solves the puipart test. But that doesn't,
unfortunately, makes the package policy compliant, which is what I was
trying to discuss! :)

Do you wish me to send another (RC) bug report against the nova-common
package, just for the fun of it? :)

More seriously, we should think about ways to fix it. So I'm asking
again (I hope you don't mind): could you explain briefly how to do
dbconfig-common preseed, like you did in your debostack stuff?

P.S: I don't really like dbconfig-common because of such preseed issues.
We'll have to use all sorts of tricks, just in order to continue using
dbconfig-common AND be policy compliant. :/
