[PKG-Openstack-devel] Bug#745644: python-hacking breaks pyflakes

requires.txt has pyflakes>=0.7.2,<0.7.4 which breaks flake8 due to
conflict with pyflakes 0.8.1 present in sid. Removing the <0.7.4 part
makes it work.

Seems similar to #742256.
