[PKG-Openstack-devel] Changing branch model

Hi,

Over the years, I've been using debian/icehouse, debian/juno,
debian/kilo for the core packages, and just debian/unstable and
debian/experimental for oslo and other libraries. It turns out that it
becomes not workable anymore, as there's more and more work happening on
the oslo libs. So I'm changing the model, and now the oslo libs will
also follow the debian/icehouse, debian/juno, debian/kilo branch names.

I'm starting this work with the below python modules:
python-oslo.concurrency python-oslo.db python-oslo.utils, python-stevedore.
