I'm sure it is. It has been discussed multiple times during the summit.
Though it seems there's resistance inside a small group to not remove
nova-network. Also, there's the issue that nova-network is currently
used in the CI (eg: gating) of OpenStack. Though one day, it's going to
happen. As per the URL you gave:

"We discussed in the Nova meetup that we would defer this part to Juno"

This means that it will go away after the next release (which will be
Icehouse, the next one being Juno). Never the less, it's strongly
recommended to use Neutron for networking rather than nova-network.
