[PKG-Openstack-devel] Bug#747890: Logrotate unconditionally uses dpkg-vendor from dpkg-dev

The logrotate configuration uses dpkg-vendor which is only part of
dpkg-dev without depending on dpkg-dev. This causes the postrotate part
to fail.

Please either depend on dpkg-dev or IMHO even cleaner create the correct
logrotate script on build time (with the help of dpkg-vendor). Or at
least check for dpkg-vendor before calling it.

In addition standard output from invoke-rc.d is not redirected to
/dev/null. Please redirect this output to /dev/null as this is run from
cron and thus generates useless mails.
