OpenStack testing doesn't happen because users test it. It happens
because there's test suites in place with "the gate", which does lots of
checks on each git commits.

The goal of the meta packages isn't to provide choice. Quite the
opposite: it's to give guidance to the users, to have a working system.
But that meta package is completely optional. Feel free to not use it
and select the things you install by yourself.
