Hi,

build-openstack-debian-image takes an optional user with the --login
option, but doesn't change the content of the
/etc/sudoers.d/debian-cloud-init to reference it. Instead it mentions
"debian" regardless of the argument. I believe it can be easily fixed by
using the USER_LOGIN variable.
