[PKG-Openstack-devel] Bug#801088: rabbitmq-server: postinst fails with mkdir trying to create an existing /etc/rabbitmq directory

It also happened to me when upgrading to 3.5.4-2.

Just use mkdir -p and that should be fixed. Notice that the postinst
script seems to have another bug, a missing && in line 23 between the
two tests.
