Hi!

Creating a debian package that has python3-cliff as a dependency fails
because it will try to install argparse (which is listed in the
requirements.txt) despite argparse being included in Python 3.2+.

Upstream has been notified about this, but this should also be fixed by
removing argparse from requirements.txt in order to fix this issue in
debian packages.

A dependency of this package (python3-stevedore) is also affected by
this issue and has been reported as bug #809033.
