There is no init/systemd service file to start/stop/restart the
Metadata agent provided.

Cloning the "neutron-dhcp-agent.service" and "neutron-dhcp-agent"
init file worked fine..


Also, it's missing a template /etc/neutron/metadata_agent config
file.
