[PKG-Openstack-devel] Bug#831696: designate-common: Need to enable v2 by default + wrong endpoint

With the help of 'mugsie' and 'mlavalle' on '#openstack-designate',
we found that there is a bug in the designate.conf file.

* v2 is disabled by default
* The endpoint should NOT have the 'v1/' (but end with a '/').

This was tested with 'openstack zone list' which returned an error.
By fixing these two points, it now works.
