Looking at the source package, the file(s) is indeed
there:

root at sid64:/usr/local/src/Openstack/manila-ui-2.1.0# find -name index.html
./manila_ui/dashboards/project/shares/templates/shares/index.html
./manila_ui/dashboards/admin/shares/templates/shares/index.html

However, both of the "templates" directories are missing from the
package.


The correct (?) fix seems to create a MANIFEST.in with the following content:

  recursive-include manila_ui *.html *.scss *.js
