Could I then suppose that this is a specific issue with your Docker
setup? I don't see how it could be otherwise, as the package builds
cleanly for me in a normal sbuild. Could you retry without docker?

That's really possible, as oslo.privsep is really about dealing with
root privileges (ie: it's a replacement for rootwrap that, at some
point, will be deprecated).
