Same here. But I gave up and installed mod_gnutls (libapache2-mod-gnutls)
and then changed /etc/apache2/sites-available/openstack-dashboard-ssl.conf:

#    SSLEngine on
#    SSLCertificateFile    /etc/ssl/certs/pub-cert
#    SSLCertificateKeyFile /etc/ssl/certs/prv-cert

    GnuTLSEnable on
    GnuTLSPriorities NORMAL
    GnuTLSCertificateFile /etc/ssl/certs/pub-cert
    GnuTLSKeyFile /etc/ssl/certs/prv-cert.gnutls

And then restart apache. It seems to be working just fine now.
