[PKG-Openstack-devel] os-cloud-config being retired

The project os-cloud-config is being retired, see
https://review.openstack.org/453162.

There seem to be two repos derived from it, deb-os-cloud-config and
deb-python-os-cloud-config, with only the latter being currently set
up to track upstream. I don't know how the rules for removing packages
from Debian are, please take appropriate action.
