[PKG-Openstack-devel] Bug#858693: All congress-server seems to require is a rebuild for stretch

Control: tags -1 stretch

pkgos_register_endpoint_config was fixed in openstack-pkg-tools 54
to no longer use route from net-tools, so all that is required here
is a rebuild of the stretch package.
