I've got some sphinx docs that contain plantuml sources, and a conf.py with:

    extensions = [
        'sphinxcontrib.plantuml',
    ]
    plantuml_output_format = 'svg'

However, when i try to build, i see:

preparing documents... done
WARNING: plantuml command 'plantuml' cannot be run                              
WARNING: plantuml command 'plantuml' cannot be run
WARNING: plantuml command 'plantuml' cannot be run
WARNING: plantuml command 'plantuml' cannot be run
WARNING: plantuml command 'plantuml' cannot be run
writing output... [100%]

I think this means that i need to "apt install plantuml" in order to
get this to work.  That means that python-sphinxcontrib.plantuml
should Depend: plantuml.

Probably, python3-sphinxcontrib.plantuml should also Depend: plantuml.

At a very minimum, these should be Recommends:, but they smell like
Depends: to me.
