Control: retitle -1 rtslib-fb-targetctl: doesn't work with sysvinit due to missing configfs mount

Hi,

Christophe actually reported this issue in sysvinit last year, it
just hasn't been fixed yet:
https://bugs.debian.org/840356

I seem to think that it's not the job of individual init scripts to
make sure that something as essential as configfs (which is used in
many things other than LIO iSCSI targets) is mounted, that should be
the job of the init system. And even the sysvinit maintainers seemed
to think so, because mountkernfs.sh does have code to mount configfs,
it just doesn't work properly, see the linked bug report.

I hence don't think anything should be done from the perspective of
the rtslib-fb package, this should rather be fixed properly in the
sysvinit/initscripts package.

I'm explicitly not merging the bug reports but rather blocking this
bug by the one in sysvinit to make it easier to find if other people
have the same problem.

Regards,
Christian
