The latest build of openvswitch for mipsel failed due to repeated
failure of test

  1133: ofproto-dpif - sFlow packet sampling - LACP structures FAILED (ofproto-dpif.at:6160)

which reports missing (if I have the sense of the diff right this time
around) one of the two LAC PDUs:

FWIW, there were also transient failures of tests 788, 1209, and 2319;
and test 1133 also failed on the non-release architectures alpha and
hppa (but wasn't the only failure on either architecture, so I'll
follow up with separate reports).
