I have filled this bug hoping stretch would consider bumping
python-jenkins 0.4.11 to 0.4.12 before it get released.  That did not make.

As a result python-jenkins and jenkins-job-builder are broken whenever
one target a Jenkins that uses a subpath such as https://host/ci/

Fix the issue I reported in this bug, does not impact Jenkins Job Builder.

That fix the example I gave above when trying to get_info() from a
remote Jenkins.

Meanwhile both packages are unusuable against Jenkins instances with /ci/.
