[PKG-Openstack-devel] Bug#896482: override: jenkins-job-builder:misc/optional

Please move the jenkins-job-builder binary from section:python to
section:misc.

jenkins-job-builder doesn't contain a python library, but an
application.  I couldn't find a better section for it, so misc it is.
