[Openstack-devel] Bug#662438: Bug#662438: keystone: cannot upgrade/install - configure_db false + priority low -> breakage

More info is needed for this bug.
I think this issue is related to bug #662458. Not having a valid
auth-token, made it impossible to properly populate the database. I
will merge both bugs and hope to upload a fix in the following hours.
