[Parl-devel] Bug#888675: debian-parl: probably shouldn't depend on gnome-system-tools

gnome-system-tools is unmaintained upstream: it was part of GNOME 2,
was last released in 2010 and had its most recent upstream git commit
in 2012. Because it deals with user login accounts, it is probably also
security-sensitive. This seems like a bad combination.

Metapackages that depend on gnome-system-tools should probably depend
on something else with similar functionality instead.
