I'm not sure what query you used to find reverse-dependencies, but
src:debian-design (design-desktop) is also affected. I've pinged its
bug #888676 and raised the severity to serious.

Dependency problem found.
(That's basically the same command the ftp team would use if they remove
gnome-system-tools, but run against coccia.debian.org's read-only mirror
of the ftp team database, and with `-n` to not actually do the removal.)
