[Parl-devel] Bug#989517: parl-desktop: update mlocate dependency

plocate is a new locate and now updatedb implementation that is much
faster than mlocate due to new on-disk formats and new Linux kernel
features like io_uring.

Please fix the depends to use any locate but prefer faster ones:
