  No, it is expected behaviour.  Parted tries to preserve the partition
numbering whenever possible, which is a Good Thing(tm) for everyone.

  mac-fdisk just displays by number, not physical location.
Linux fdisk shows the same behaviour and adds the note "Partition table
entries are not in disk order" below, if appropriate.

  I hope that clears up things.
