This patch introduces the framework I've been using in coreutils
for ages.  It helps enforce some of the little nit-picking rules
that we don't like to think about day-to-day, but that really
do matter in some contexts.

Currently, a lot of the tests are not relevant.
A few failed, and I added their names in Makefile.cfg's
list of tests to skip.

For example, the change after this one reenables the
po-check test.  The po-check rule ensures that each source
files using _() is listed in po/POTFILES.in.  As you'll see
in the next patch, a bunch were missing, so translators never
had an opportunity to write translations for messages in those files.

* GNUmakefile: New file.
