[parted-devel] parted-1.8.8 release

Hey everyone,

Working on getting 1.8.8 together for release.  Before pushing that release, I'd like to take care of the GPL3 relicensing as requested by the FSF.  The COPYING file needs to be updated and the boilerplates on all of the source files need to be updated (I think, someone correct me if I'm wrong).

I have a few patches in the pipe for stable, but nothing huge.  Will send them to the list as I come across them.
