Absolutely! Get started by subscribing to the mailing list, have a look 
at parted.alioth.debian.org for some ideas, come over to #parted on 
irc.freenode.net to discuss them. Let us know when you're ready to work 
on something and then post a patch to this list (we use git: 
git.debian.org).
