[parted-devel] make distcheck tweaks

I've just checked in this change.
You wouldn't notice anything unless you ran "make distcheck".

Make "make distcheck" work better.

* Makefile.cfg (local-checks-to-skip): Skip sc_system_h_headers, too.
* Makefile.maint (my-distcheck): Don't depend on $(release_archive_dir).
