This "failure to inform kernel of partition changes" problem also occurs 
in the parted-2.1 release.  See the following link for test results:

I will download the latest from the git repository and test to determine 
if the problem still resides in the development version.

Assuming the problem re-occurs then I shall create a similar patch for 
the head of the git repository and post it back here.  Either way the 
testing goes, I shall report back with my findings.
