It's right for it to be a separate patch, but FWIW I think you should go
ahead with it (modulo other review comments).  Most distributions surely
at least have Python 3 *available* by now and can easily switch over
build-dependencies for the purposes of test code; and if they don't for
some reason, then locally reverting this patch is trivial.
