Please read the documentation about systemd-gpt-auto-generator.
You will see that it only affects the disk on which the root file
system is located, so not every device ever plugged in.

I do not want to defend systemd here.

The patch for parted gives the user a simple way to stop systemd
from mounting the partitions, so actually what you want.
