I can repeat this bug and also workaround it:

(parted) sel /dev/sdb
Using /dev/scsi/host1/bus0/target0/lun0/disc
(parted) p

Note that the first time /dev/sdb is selected parted prints an empty 
partion table, but the second time the information is correct. I have 
four disks on my system and this bug is seen with all but the first of 
them (/dev/hda).
This is the output for fdisk on each of the disks:
