[Parted-maintainers] Bug#369780: Include separate upstream changelogs for parted and libparted

The upstream changelog that's currently included in both the parted and 
libparted1-7-1 packages reads:

"Note: there are now separate ChangeLog files for the library and the
front-end.  This file is only for reference purposes and top-level changes.

See libparted/ChangeLog and parted/ChangeLog."

Please include the separate changelogs for both packages. Parted is a critical 
application and a full changelog is invaluable.
