Presumably you will want to use the partition after creating it, for
instance, to mkfs on it, thus, it is a failure to not inform the
kernel of the changes.

The question is, why is it failing to inform the kernel?  Would you be
able to collect an strace log?

Also does running blockdev --rereadpt /dev/drbd0 work and cause the
partition to show up?
