We should drop libparted0-dev once nothing build-depends on it any more.

If https://bugs.debian.org/878628 and https://bugs.debian.org/878630
aren't fixed by the time the two blocking bugs are, then it's still
possible to go ahead with this by means of adding a Provides to
libparted-dev.
