Bug#542019: libextutils-parsexs-perl: new upstream release, version numbering

There's ExtUtils-ParseXS 2.2002 on CPAN, and it's also bundled with
Perl 5.10.1 RC1. I'm going to put

 Conflicts: libextutils-parsexs-perl (<< 2.2002)

on the perl-modules conflict list as upstream has picked up 
the four digit version numbering.

This means that the separate package needs to use four digits in the
future, i.e. 2.21 will become 2.2100-1 etc.  Let me know if you have
better suggestions.

This package should be updated or it will be uninstallable when 5.10.1
gets in sid.
